Vague resemblance to some sort of bottle opener? Essential tool in the workshop.

The curved pointy ends look like o ring removal levers. Maybe a hydraulic cylinder servicing tool.

A three part, folding whatsit?

A little more seriously, could the curved jaws be intended to tension a wire? But, then; what is the part with the sliding part for?

The mystery deepens.

Someone MUST know

I wonder if it’s something to do with metal banding used on crates etc?

I could use it with great pleasure on drivers of cars with the windows wide open, 150W music playing full blast and an exhaust you can stick a coke can up!

I am glad I am not a grumpy old man yet!!

I've seen a ham wrapped in foil and baked in a Traction Engine smokebox, but never a spud baked in an exhaust pipe...

Has the ring of confidence, I guess the slider stops a wire, blade or pin slipping out when leverage is applied. It's too small to be for fencing wire, maybe it's for adjusting a band-saw or drive belt tension mechanism.

Do a search for Pat Pend get her email and ask her. It's an unusual name you might get lucky.
