Telephone magneto, there is a similar one out in the workshop minus it's magnets, along with a number of newer ones. The phones that that came from were in use in the 1960s in NZ, I know our ring was a morse S, and there were 8 others on our line.

I find it amazing that so many people try to sell goods at big prices on eBay and can’t be bothered to even get the photos in focus!

....or find out what it is before selling it !

My pet peeve is people saying something is tested and working when there ar obviously crtitical parts missing or broken or/and they clearly have no idea what the thing is.

I concur that is a telephone magneto, used to generate the ringing current on old manual exchange sytems or simple point to point systems.
