Is there any way to stop getting a lip when parting off

Yes, you can grind the nose of your perting tool so it has a very slight angle to it. That way the leading edge will break through first.

You will then leave the lip behind on the parent bar. And then follow through with the cut to remove it.

I use index tools so I think I will not be able to grind it

You can buy left hand, neutral and right hand inserts, expect you have neutral (GTN) so get the others GTL or GTR depending on what side you want a cleaner parting cut. Just be aware that if you have a lot of the holder extended then the angled cutting edge can throw the blade off to one side.

I have a HSS one specifically ground as Phil P mentions, works a treat on all jobs / material. I also use an insert tip tool, 2mm for majority of jobs and a small grooving tool 1mm tip that I ground up on a small 8mm HSS piece of tool steel.

I grind my parting tool at a slight angle. The advantage is that the back of the work should be free of a pip or "sleeve". But it does impose a sideways force on the tool, and the swarf is wider than the groove that is being made. This can lead to swarf jamming., and dig ins

With the tool mounted inverted in a back toolpost, this is less of a problem, as the swarf tends to fall downwards.
