This came up when I searched for lathes so maybe sort of engineering related. Looks a bit like part of a boot stretcher maybe.

I would say it was veterinary related. The notched part at right angles to the frame appears to be a footrest which has to be the clincher.

It's some sort of stretcher / puller but for boots ?... maybe something tyre related application.

Boot or shoe stretcher, nice one . Have had several of these and if by a bespoke good shoe firm can make up to £20 for a pair.
