A 4 tube water level will establish a level plane in space without need to set any reference. Four telescopes (crosshairs?) mounted on vertical stands, 1 at the end of each arm, will optically transfer the level plane to a target on the end of each arm.
 
Bearing hysteresis would be my main concern.
 
You have an interesting problem.

You are better off than I am-I lost all access to MEW several months ago and am unable to get it back in spite of being a paid up subscriber to both ME and MEW.

The first book listed by Niloch, Tools To Make Life Easier, is by the same Peter Rawlinson. It was mentioned in MEW #118 with contact details. As I recall from the writing in MEW various series, he was developing or had already developed mobility problems. It is quite possible he has dropped out of active engineering model as a result.

A company I worked for years ago made balance springs of rolled wire. Your new best friend will be a jewelry maker who can flatten a medium carbon steel to the required dimensions. The next step is to lay up enough layers of the .005 thickness to equal the free space between the coils of the relaxed spring plus one, coil this assembly into a nest larger than the O.D.  Heat set (bake) the package about 400F/200+C. If the throwout is wrong, rebake at +25F steps until you get the desired O.D.

My experience is to avoid TurboCad at all costs - the best info I got out of the Yahoo forum was the sale of Alibre last summer. Most posts seem to be that a feature will not work at all or that a saved drawing/template changes through some bug/phase of the moon.
 
Try the free Alibre for a solid modeling program which will output 2D drawings, I think there is a trial version.
 
This advise applies only if you can sit down with a pencil and paper to draw a 2D in 3 or more views of a machine/furniture/automobile part.

If you have access to a high speed internet provider, Youtube is a nearly endless source of video machining clips. Some are clear, some can be confusing to a newcomer. The best single lot is probably the MIT (University) video set of ten sections which take about 7 hours to go through. I down loaded them to my computer from this site

It may take some digging around to find all ten lessons but you will find it time well spent.

Andy Lofquist of Metal Lathe Accessories (Google it) has a very nice free standing filing machine. When he wrote up several of his kits in ME 20 or more years ago, he had a contact person in England but I haven't seen any recent adverts.  When I spoke to him in June he had just sent several casting kits to the UK so that may be how it is handled these days.
As a satisfied customer I can say that his castings are first class.
