What is this cutter used for?

550 forum posts 77 photos	Picked up this cutter in a joblot of other stuff. On first glance I thought it was just a small dovetail cutter. On second glance I can see it has a small step on the ramped part of the dovetail and also it has flutes on the bottom face. What would this be used for? Gear cutting perhaps?
