It would be worth searching through a couple of teh online ME archives to try and track down the exact issue(s) or name of the engine.

Martin Evans in 1965, ME 3264 (Highlander Loco series)

"First, I would like to remind these readers that ME has
never, in its 66 years’ history, described in full a 7-1/4 in. gauge
locomotive, apart from the Midge, which, although an ex-
cellent little engine, was only a 0-4-0 dock shunter. I have
had many enquiries, especially from overseas readers, for a
constructional serial in 1-1/2 in. scale. etc"

Midge was way back in the 1930s( or20s??) Starts at ME1765

Opps embarrassed I had looked at the one jason mentioned, but was looking for GWR and Dock Shunting, which in a Kennnion Bros catalogue from around the 90's mentions No. 1366 as being Dock Shunting.

You are possibly thinking of Midge Martin Evans did a upgrade on the boiler the modern version is

the 0-40 Dock tank by Jim Vass now Horley

the boiler in it now is sofet solder corcked
