Here is a recent video by Joe Pie where he shows his small part bender in use. It is basically what I was talking about when I said two dowels in a plate and something to push the material around with. It's quite a long video but the tool is just over 22 minutes in. It can be used for different sized parts by adding more dowels as required in unused places on the plate. I don't know if he has done other videos where he shows it being made or explains its use.

Both the OP and Joe Py's benders are very nifty.

Those cringing at the safety in the first video need to watch this one of typical manufacturing conditions in India. Warning, those of a sensitive nature should look away now.

That explains why it’s pot luck if that cheap tank you brought on eBay actually fits.

Indeed. Working conditions that were outlawed in the West 100 years ago. Makes me think every time I buy some budget merchandise made in those parts of the world. I don't imagine there is any worker's compensation insurance for those whose fingers get caught in those unguarded presses or catch an eyeful of spot-welder splatter. And those unguarded sheet metal cutting wheels at the speed they are feeding those tanks through them to cut off the rag. Wow. Obviously those guys have been doing it a long time to reach that level of expertise. But one split second lapse of attention or miscalculation...

Thanks for the clarification, Martin

… I would have never guessed from the first comment you made on this thread:
Quick and dirty bender for this sized material, drill and ream two holes in a suitable plate and drop in two dowels. Push the material to be bent around the dowels with a suitable piece of straight faced material.
