Hi can anyone enlighten me how to set up layers and entities that will be available for use in all other drawings. Help and advice welcome.

I dont have the turbocad on this computer that i use just now do you have the manual that came with turbocad? It explains everything.
I think you want to set up a template by the sounds of it so  you can use it for all drawings open a blank drawing and set up your page, from memory if you go to the top of the page there is a pull down that lets to set grid, units etc. the layers are there also. then save it as master drawing setup or something like that.
I will have a better look tonight and come back to you on it. as i am a bit vague in my explanation.

I use Turbocad 7
In this version you go to
 
OPTIONS
LAYERS
NEW
 
you then can name the layer and change its other properties
