Not as esoteric as some other submissions but it has me beaten. So can anyone enlighten me? The blade is spring loaded and retractable but I don't know whether it planes, scrapes or cuts. Obviously made for a very specific purpose for which I have yet to develop a need.

It looks to be shop-made so perhaps some rather special purpose.

No idea,Paul.

It looks as though the ring is used to hold the base against something, presumably the work? The base clearly butts against the edge of something. Do you push the screw to force the blade out? Does the screw control the depth of cut?

It would be good for removing excess glue from the edging strip on tables and worktops.

A veneer or banding trimmer?

Bill,

I have checked with the actual owner of the tool and it seems that:

Undoing the knob allows the blade to move out, pulled by an internal tension spring. The blade can then be pushed back in against the spring tension until the protruding spigot reaches the end of the slot at which point the blade is retracted. So no use as a plane as the blade retracts as soon as it digs in. So maybe for protecting the surface.
