It is used on a capstan unit, or lathe, for turning features on the end of the work; basically a roller box, without the rollers. What is the diameter of the mounting shank?

I agree with Andrew. I does look like a home brew "roller box." A roughing and a finishing/chamfering stage in one.

Be very careful if you use it.

There was a company called Taylor that sold capstan tooling in the Birmingham area back in the 70's
