Hi, a hand vice is what I've known that which MichaelG has linked too. I have three of these, two of the red one and just the one of the blue one. Had one of the red ones in my tool assortment when I was working. I've used them mostly for filing small parts to size, which are a bit too fiddly to hold in one's figures, but are useful for holding small bits for drilling small holes in also and can be handy for bending a smal piece of sheet metal with a hammer for that odd bodge job, especially when doing site work.

They always remind me of the leg vice in a Blacksmith's workshop.
