Unfortunately no luck. A Swedish store "HAB" apparently had them on stock ("orderable", but that turned out to be false.

Found some comfort in discovering the ultimate replace for the original o-ring-type transmission belts: https://a.co/d/ieeMlcq

Ome roll lasts a lifetime I'd presume, and has worked great so far. (You easily melt the ends together with a soldering iron.)

I sloppily misintepreted your comment above as regarding the four-jaw, but now realise that it was about the three-jaw. On the other hand, hope rises that if the PCD of the three holes on the PD230-chuck (24028?) are the same as on the PD210/ML210, then maybe the PCD for the four holes in the Toyos spindle are also the same as on the 24030. (If that one can be found, that is...)

Also, I hadn't found the later thread, where you had given up on finding a 24030 and state that "Mounting register for the Proxxon Chuck is 40mm and PCD is 34mm. Toyo spindle is a register of 22mm and a PCD 0f 35mm."

I happen to be on the exact same quest; recently got hold of a Toyo ML210 with milling attachment.

Did you make it work in the end? Are the four holes for attachment in the right position?
