I am looking for a drawings to build a 5 inch gauge mineral wagon or similar to use as a water tender to go behind a 5 inch gauge Speedy. Can anyone help

Engineering in Miniature (EiM) is your friend for this:
Doug Hewson wrote a long-running highly detailed constructional series covering a variety of wagons in 5" gauge in this publication.
 
Standard 12 ton mineral wagon drawing to 1923 RCH regs.: EiM Vol 8, No.12, May 1987, page 360.
BR steel 16 ton standard mineral wagon: series commences  EiM Vol 10, No.12, May 1989, page 366.
 
Here is a searchable index for EiM.
 
Model Engineer has had some wagon construction plans and explanations, but nothing as detailed as the Doug Hewson series in EiM.

Addendum:
Suddenly thought that you just might not know that you can contact Mr Hewson directly, he has a range of plans for 5" rolling stock and parts available.
He advertises in Model Engineer occasionally but I cannot spot his ad' in the current issue, here is his website,  telephone: 01652 688408. 
 
(Hope that I am not sounding patronising, but on consideration your question suggests that you may not know of Doug Hewson's work.)
