Well I've made some progress. 
 
I've found out that the Ingar RT-70 is very close, almost identical, to a Boyar Schultz 612 Challenger.  I wonder if they were made under license in Spain by Ingar?  The only differences I can see are the Ingar doesn't have the auto lube feature for the ways and the hand wheel can't be set to zero.
 
It's a start in the right direction......

Hi,
I'm located in Canada, and have "adopted" two grinders, a Misal and an Ingar. I haven't been able to find any information about either grinder  on this side of the Atlantic, and I'm hoping that someone "over there" may be able to help as the machines were manufactured in Europe.
 
The first machine is a  belt drive cylindrical / tool grinder made by Misal in Italy.  It has the word Horn cast in the front door.  I believe it's a close copy of a Cincinnati #2 grinder with the motor being suspended in the bottom of cabinet on the column.  I'm looking for any information regarding parts/ service manuals etc.
 
The second grinder is a small surface ginder made by Ingar in Spain.  I beleive the model number is a RT-70.  Again I'm looking for looking for any information on this grinder.
