Having actually built the thing, I would strongly suggest that anyone - but especially a beginner - look long and hard at the design before starting to cut metal.
 
There are so many errors on the drawings that I don't know where to start.  I don't think Haining can ever have built it, because the components if made as drawn somply won't assemble.  I made my own patterns and had them cast when I lived where there was a local foundry
 
IIRC EIM carried a series on the Burrell Gold Medal tractor in 2" scale which would adapt to a roller - instructions were given - and IMHO that might be a better bet.
